I know that this thread hasn't been active in awhile, but I recently emailed ebay about this. I reported him and also submitted substantial evidence against him. They are supposed to get back to be within 48 hours, so we will see what happens. Hopefully they will at least suspend his account with them. I will let you all know what they say. Its not right for someone to just steal your hard work and sell it without your permission.

Seeing that the user is still present and my wallpaper is still there, I also send an email to eBay explaining it as well. We'll see what will happen. They must take action if so many reports on the same user is received.

^This is why physically calling an ebay representative is more effective, because then someone there actually sees what's going on if you walk them through and give them websites and proof. If many reps there get called in reports on this guy, then they have to take notice - they can't ignore it if heard through their ears and proof seen through their eyes. My first email auto response was to call them, just as a reference. However by the time I got told instructions, the seller took down my wall, so ultimately I couldn't do anything after that point... :/
