For group banners in the gallery descriptions I realized most images are absent, and the [IMG] doesn't work, it only shows the tags and not the image, yet in the guestbook the images are shown. Has it been disabled?

Exactly, [img] tag has been disabled from gallery descriptions to stop the abuse when adding the insane ammount of group banners. So it is not a bug.
You should refer to the link that Chloe-chan has kindly plugged in for you to find out more about this.
No further purpose on this thread so I'll close it.
