For lip syncing, do you record the sound first or animate it first?

@MapleRose: It's quite complex so bare with me:)
1. I record the spoken words
2. I import it in a program (freeware) called magpie. With it you can shee the audio, cut up in the frames. 12 frames
pro second.
3. Print out a exposure sheet. Each frame with a sunscription per frame of the animation
4. Using 2 you can fill in the exact mouth positions per frame on the exposure sheet. This is a guide for the
animation
5. Animate (using different mouth shapes)
6. Import in animation software. And do detail audio syncing. Add or delete or copy frames to match the animation
