It doesn't needs to be bug. The topic might be closed by one the moderators and therefore only members with higher status (colored names) - developers, moderators, I think elite members too, can see it. For regular members it might appear as you describe.

Yes, the reason why you can't access the thread is because the thread is a part of the Moderator Forum, hence why regular members can't see or access it. ^^;
