I'm following the tutorial I was giving,
Hmm, judging from the screenshot, you're using the right Tool selections but for some odd reason, the lines look weird - especially the ones on the book and the hands of the girl holding the book - they are too uneven and some are very thick while some are very thin and look as if they were stopped in the middle and then started again. What tool from the Pen Tool selection are you using? When I saw your last vector (the one you submitted yesterday that got deleted), I couldn't help but think you were using the Line Tool from MS Paint, or at least Freeform Pen Tool since the lines were very jagged, wonky and uneven.
I won't say you're doing it completely wrong for now, but you definitely need to make your lines and coloring more refined, detailed and precise.
Here it is finished I did my best.
And I was using the pen tool but my comp kept changing the line sizes on me and I couldn't fix it then.
But I did fix the lines are you talking about.
well, i think it's kinda in a little mess.. with the eyebrows...

Kept changing the line sizes? How exactly and why? I mean, if you work in Photoshop, use Pen Tool and add anchor points by using Shape Layers, it shouldn't really do anything, let alone change line sizes of another program. O_o
It definitely looks better than your first try but you still need to work harder on this - the lines still look pretty messy and choppy - especially the hair - do you know how to make Bezier curves? They're necessary for outlining curvy lines like fingers, hair, eyes etc. and the lines should definitely be thinner on some details like lips, nose, eyes and so on.

now let's do smthg for those many many jagged lines (it makes it
look messy)! ;) hmm... to make it simple, I took some screenshots to help you, 'kay? ;) our PS versions aren't
similar but the tools don't change :) you did the right lineart, now, let's just improve it a bit by adjusting
the anchor points! :D (excuse my english)
when you stroke the path, you just followed the original lines, right? look at the part in
the green circles, they aren't curvy at all, or it SHOULD look curvy :O
but it's no big deal, you just have to adjust the curves of the anchor points ;) I
guess your path looks a bit like this : (notice that there are many anchor points [the gray squares] we'll adjust
them)
so, after some adjustments, I got this :
now into stroking the path ;) to make it look better, change the settings of the
brush!
finally, I obtained smthg like this (it's more curvy, right? :3)
so, basically, that's it :D (excuse my bad translations, I use the french version of
PS ^^') hope it can help you :3

And About the Shape Layers I couldn't find that options in my PS
I looked. Could some one tell me.
a shape layer is the layer created with the shape tool ^_^ when you use the shape tool, a new layer automatically appear and it's called shape layer :D

There are two ways to vector in PS - one is by using Paths and the other one is by using Shape Layers.
Paths are easier and more convenient but they are also more static and don't offer you a lot of freedom when it comes to line thickness and dynamics, especially when it comes to living beings like humans and animals. Paths operate on using the 'Stroke path' function - basically, you add anchor points, right-click when you're done and choose 'Stroke Path'.
Shape layers operate on the principle of vector masks - they take longer since you have to outline the line on both sides but the results are better - you can play with line thickness, length, curves and dynamics a lot more.
Here's the example of doing things with Paths:
And here is where we use Shape Layers:
I hope that illustrated it better. As for Bezier curves, you make them like this: make the first anchor point and then make the second one but instead of releasing it, hold your mouse over it when you make it and drag the mouse in any direction you want. Depending on the way you drag the anchor point, a curve will be made.

vectoring is always hard at the first time, keep practicing!
shape layers are pen tool as well but on the upper toolbar when you're using the pen tool (alenas already showed it
on her bottom screenshot). I made a noobish tutorial with pen tool shape layers before maybe you can try it?

...What version of Photoshop are you using exactly? If it's like any other newer version of PS, it definitely should have those options there. Unless you're using some different, odd version of PS that has different Pen Tool settings or something. o_o
The latest try definitely looks a lot better than the previous ones but some lines still need more work. Like others had said - vectoring is never easy when you first try it out - it took me a lot of time to learn and perfect it, too. It's all about practicing, being patient and persistent.

My PS is CS4.
And it still wasn't showing that options tho.
...Okay, here's what I want you to do - open your PS, click on the Pen Tool on the toolbox on the left (choose Pen Tool - the normal one, the first one on the list of options), leave it like that and screenshot the whole window. I want to see how it all looks like when you click on the Pen Tool.
I don't know much about CS4 - never used it - so maybe the tools are divided differently or something.
um, nevermind it skynight cuz this is your first time
but if you used PS to vectoring an image i prefer you used "Per Layers"
